Long before Congress passed the Americans with Disabilities Act in 1990, New York City was already implementing measures to improve accessibility for its residents and visitors. The most recent measures include Local Law 37 of 2022, which requires the closed captioning of films shown in movie theaters and Local Law 12 of 2023, which requires city agencies to develop five-year accessibility plans.
